Senior Warfare Analyst 2 Circle

Jason Velivlis is a Senior Warfare Analyst at 2 Circle, where he provides tactical-to-technical subject matter expertise in strike fighter employment to the Department of Defense (DoD).

In this role, he delivers in-depth analysis of regional adversary and friendly force capabilities, creating Design Reference Missions (DRM) to support informed DoD investments in enhanced training capabilities.

Before joining 2 Circle, Jason served in the U.S. Navy for 26 years, holding various leadership positions that shaped his deep understanding of operational and technical challenges in military aviation.

During his tenure as Division Director of Air Warfare Test and Evaluation at the Commander, Operational Test and Evaluation Force, Jason led a team and oversaw the testing and evaluation of U.S. Navy and Marine Corps aircraft and aviation support systems. His efforts ensured that these systems were operationally effective, suitable, and survivable in cyber warfare environments.

Jason’s leadership extended to large-scale Navy projects, including his role as Operational Test Director for the Navy’s first comprehensive operational test and evaluation of the new CVN 78-class aircraft carriers. In this role, he directed a multi-year effort to develop the operational test strategy for the USS GERALD R. FORD (CVN 78) and its successors, ensuring these cutting-edge carriers met the rigorous demands of future naval operations.

Jason’s operational experience includes serving as the Operations Officer aboard the USS GEORGE WASHINGTON (CVN 73), the U.S. Navy’s only forward-deployed aircraft carrier. He directed daily flight operations for 70 tactical aircraft while managing complex logistics, ship movements, and combat information systems to ensure readiness during extended deployments.

As Commanding Officer of Strike Fighter Squadron (VFA) 136, Jason was responsible for the leadership and safety of 220 personnel and the operation of twelve F/A-18E “Super Hornet” aircraft. His squadron provided critical air support during Operations NEW DAWN and ENDURING FREEDOM, where Jason oversaw successful close air support (CAS) missions in support of U.S. and NATO ground forces.

Jason is a graduate of the U.S. Navy Fighter Weapons School (TOPGUN) and served as a Weapons School Instructor / Strike Fighter Tactics Instructor (SFTI). He holds a Bachelor of Science degree in Aerospace Engineering from Virginia Tech and a Master of Arts degree in National Security and Strategic Studies from the U.S. Naval War College.
