Mr. Spinelli is a USN Career Civilian with over 20 years of expertise in USN and Joint Live, Virtual and Constructive Training Operations and Management. Mr. Spinelli was instrumental in the development of the USN's NCTE Program from 2015-2022 and is currently leading the Joint Live, Virtual and Constructive (JLVC) Modernization Program to develop and enhance the JLVC Federation into a more capable all-domain Joint Force Training Environment.
