Colonel Marcus Reynolds

Program Manager for Training Systems US Marine Corps

Colonel Marcus J. Reynolds assumed command of the Program Manager for Training Systems on April 22, 2022. In this role, he serves as Marine Corps Systems Command’s executive agent assigned to manage acquisition and life-cycle support of Marine Corps ground training systems, devices, and training support services.

A native of White Sulphur Springs, West Virginia, Colonel Reynolds graduated from Recruit Training at Marine Corps Recruit Depot Parris Island, South Carolina, in 1993 and served the next five years as a Combat Engineer with Alpha Company, 4th Combat Engineer Battalion in Charleston, West Virginia earning the rank of Sergeant.

Colonel Reynolds was commissioned as a second lieutenant in 1998 and has served in a myriad of engineer assignments from platoon commander to battalion executive officer. Among his company command billets are Alpha Company, 9th Engineer Support Battalion, Bulk Fuel Company, 9th Engineer Support Battalion, and Alpha Company, 4th Combat Engineer Battalion.

He has been stationed overseas for 11 years, deploying throughout the INDOPACOM AOR and has combat deployments to Kuwait as an Individual Augmentee with Coalition Forces Land Component Command in support of Operation Iraqi Freedom as well as leading an Embedded Training Team in Afghanistan during Operation Enduring Freedom.

In June 2012, Reynolds reported to Marine Corps Systems Command and served as the Project Officer for the MK154 Mine Clearance Launcher (MCL), the MK155 MCL, and the Joint Assault Bridge. Colonel Reynolds also served as the Program Manager Military Deputy for Program Manager Combat Service Support.

Colonel Reynolds reported to Marine Corps Activity Guam in July 2015 and served as the Deputy Officer in Charge where he was responsible for post award program management of the $8.7 billion Guam build-up program in support of the U.S. and Japanese Bilateral Agreement for USMC relocation to Guam.

In July 2019, after being selected as the Product Manager for Assault Amphibious Vehicle (AAV), Colonel Reynolds reported to Program Manager for Advanced Amphibious Assault to manage the AAV Family of Vehicles (FOV) portfolio which includes support for the International Program Office Foreign Military Sales of the AAV FOV worldwide.

After being selected for the Secretary of Defense Executive Fellowship Program in July 2020, Colonel Reynolds attended training in Washington, D.C. and at the Darden Business School in Charlottesville, Virginia. He served a year as an Executive Fellow at Microsoft Corporation and had research papers on Mixed Reality published in the Marine Corps Gazette and in the U.S. Naval Institute’s Proceedings Magazine.

August of 2021 Colonel Reynolds was selected by the Commander of Marine Corps Systems Command to establish the G-3/5 Future Plans Section. During this time, he led planning teams to recommend divestments in support of Force Design 2030 and out briefed the CMC. He also developed a tailored planning process for the Command.

Colonel Reynolds holds an Associate of Science in Drafting & Design Technology, a Bachelor of Science in Industrial Technology from West Virginia University Institute of Technology, and a Master of Science in Project Management from Colorado Technical University. He holds DAWIA Certifications in Program Management Level 3, Engineering Level 1, Facilities Engineering Level 1, has completed Program Management Course, and is a member of the Defense Acquisition Corps. He is a graduate of the Expeditionary Warfare School, Command & Staff College, and Air War College.

Colonel Reynolds is married to Valerie, and they have two sons, Michael and Alexander. His personal decorations include the Bronze Star Medal, Meritorious Service Medal with one gold star, Joint Service Commendation Medal, Navy & Marine Corps Commendation Medal with one gold star, Navy & Marine Corps Achievement Medal, and the Combat Action Ribbon.
