Colonel Lisbon Williams

Director, Army Contract Command - Orlando US Army

COL Lisbon Williams commissioned as a Branch Detailed Infantry/Adjutant General Officer on 11 May 2002 through Hampton University ROTC, where he would subsequently enter Active Duty on 16 August 2002 with duty as a Goldbar Recruiter while waiting to attend the Infantry Officer Basic Course (IOBC). Immediately following IOBC, COL Williams successfully completed Ranger School and proceeded to his first duty assignment as a Rifle Platoon Leader in 1st Battalion, 325th Airborne Infantry Regiment, 82nd Airborne Division. Immediately upon arrival, COL Williams deployed to Baghdad, Iraq in support of (ISO) Operation Iraqi Freedom I (OIF-1). Upon completion of his tenure as a Rifle Platoon Leader, COL Williams transitioned into the Adjutant General Corps (AG) and served at 2nd Brigade Combat (BCT) Headquarters as an Assistant Brigade Adjutant.

Following completion of the Adjutant General Captain’s Career Course, COL Williams was assigned to 3rd Battalion, 7th Special Forces Group (Airborne) as a Battalion Adjutant where he deployed to Kandahar, Afghanistan ISO Operation Enduring Freedom-VI (OEF-VI) and to Bagram, Afghanistan ISO OEF-VIII. During his time as an Adjutant, COL Williams earned a Master of Science (MS) in Human Resources Management from Webster University and completed the Pathfinder Course at Ft. Benning, GA.

After serving 36 months as a Battalion Adjutant, COL Williams was assigned to the Miami Military Entrance Processing Station (MEPS) as an Executive Officer (XO) for one year prior to transitioning to the Acquisition Corps. Following his tenure at the Miami MEPS, COL Williams attended the Army Acquisition Basic Course and was subsequently assigned to 410th Contracting Support Brigade (CSB) – Miami Division where he served approximately 31 months as a Team Leader for 678th Contingency Contracting Team (CCT). During his time as a Team Leader, COL Williams deployed to Soto Cano Airbase, Honduras for nine months to serve as the Chief of Contracting for Joint Task Force – Bravo (JTF-B).

Upon his return from deployment, COL Williams attended Intermediate Level Education (ILE) and Intermediate Qualification Course (IQC) at Redstone Arsenal, AL, immediately followed by Advanced Civil Schooling, earning a Master of Business Administration (MBA) from Nova Southeastern University (FL).

Following completion of graduate school, COL Williams was assigned to Defense Contract Management Agency (DCMA) Baltimore where he served 40 months as the Administrative Contracting Officer (ACO) for the ACAT-IA Tactical Unmanned Aerial System (TUAS) Program. During his tenure at DCMA Baltimore, COL Williams also deployed to Kuwait with Special Operations Joint Task Force - Operation Inherent Resolve (SOJTF-OIR) as the Chief of the Operational Contract Support Integration Cell (OCSIC). Additionally, COL Williams successfully completed his DAWIA Level III in Contracting and his DAWIA Level I in Program Management.

Subsequently, COL Williams served 15 months as the Director of the International Technology Center – UK, embedded within the UK Ministry of Defense in Whitehall, London and is part of the Combat Capabilities, Development Command (CCDC), formerly RDECOM-Atlantic. He served as the principal Army S&T/Acquisition representative for 10 countries in Europe, Africa, and Southwest Asia and was tasked with identifying, evaluating, and communicating emerging technologies and innovative research to provide current and future overmatch capabilities to the warfighter.

From June 2020-June 2023, COL Williams served as the Commander/Director, Mission and Installation Contracting Command – Ft. Polk (MICC-Ft. Polk) and was tasked with providing contracting support to the Ft. Polk Installation, its tenant units/activities, and the Joint Readiness Training Center (JRTC).

Most recently, COL Williams was a student at the U.S. Army War College at Carlisle Barracks, PA where he earned a Master of Strategic Studies degree in June of 2024.

COL Williams’ awards and decorations include the Bronze Star Medal, The Defense Meritorious Service Medal with Oak Leaf Cluster, the Meritorious Service Medal with Oak Leaf Cluster, the Army Commendation Medal with three Oak Leaf Clusters, the Joint Service Achievement Medal, the Army Achievement Medal with three Oak Leaf Clusters, the Valorous Unit Award, Joint Meritorious Unit Award, the Combat Infantryman’s Badge, Ranger Tab, the Parachutist Badge, the Pathfinder Badge, and the Egyptian Parachutist Badge.
