Dr. Carl Rubino is an IARPA Program manager leading the BETTER and MATERIAL machine learning programs designed to advance science in linguistics, speech recognition, information extraction, cross-language information retrieval, cross-language summarization, machine translation and human language technology for low resource languages. Before joining IARPA, Dr. Rubino served as the DISL Director of the Center for Applied Machine Translation, a government entity responsible for developing and fielding machine translation and other human language technology products across the U.S. government.
Dr. Rubino’s held academic appointments at UCSB and the Australian National University until he eventually left academia for industry. His diverse industry experience include work in speech synthesis at Panasonic Speech Technology Laboratory, and automated question answering at AnswerLogic. He has published several books, including the Encyclopedia of the World’s Languages: Past and Present, which received the 2001 Academic Title Choice Award. Among his awards received from the DOD include a patent award for machine translation and a Keystone Award for language analysis.
Dr. Rubino holds degrees in Linguistics from UCLA (B.A.) and University of California Santa Barbara (Ph.D), with additional studies at the Universidad Complutense de Madrid in Spain and the Université de Caen in France.
