Executive Assistant Chief Jeffery Carroll serves as the Executive Assistant Chief of Specialized Operations for the Metropolitan Police Department, appointed to the position by Chief of Police Pamela A. Smith in November 2023. In this role, he oversees the day-to-day operations of the Homeland Security Bureau, Investigative Services Bureau, Internal Affairs Bureau, Technical Services Bureau, and Professional Development Bureau. Assistant Chief Carroll began his career with the Metropolitan Police Department in 2002 and has risen through the ranks, holding leadership roles in various bureaus and divisions. Prior to his current role, he served as Assistant Chief of the Internal Affairs Bureau (IAB) from April to November 2023, overseeing Internal Affairs, Court Liaison, and Risk Management. In 2017, Carroll was promoted to Assistant Chief of the Homeland Security Bureau (HSB), where he led MPD’s intelligence and operational functions to safeguard the District of Columbia and prepare for critical incidents. In this role, Carroll served as MPD’s Incident Commander, he managed responses to high-profile events, including National Special Security Events (NSSEs), two presidential inaugurations, state funerals, MPD’s response to the January 6th insurrection, and numerous First Amendment activities. He also strengthened partnerships with federal law enforcement agencies, improving information-sharing and collaboration to enhance public safety in the District. From 2016 to 2017, Carroll served as Commander of the Special Operations Division (SOD), overseeing units such as the Emergency Response Team, Explosive Ordinance Division, Harbor Patrol, Canine Unit, and Special Events Unit, which handles all dignitary protection details. He was promoted to Captain in 2014, serving as a Patrol Captain in the Sixth District and later with SOD’s Special Events Branch. Earlier in his career, Carroll held various positions across the department, including within the Patrol Services and School Security Bureau. Beginning as an officer in the Third District in 2003, he was promoted to Sergeant in 2007 and Lieutenant in 2010, gaining recognition as a respected leader among his peers.
