Dr. Noor Razzaq

Founder, President, and CEO Institute for American Policy and Standards Innovation

Dr. Noor Razzaq is a former university professor with nearly 27 years of experience across the spectrum of government (SLTT/JIIM) and higher education. He recently served as Chief, Faculty and Staff Development Division at the Joint Forces Staff College, National Defense University; Special Deputy U.S. Marshal; SWAT team leader and operator; investigator; training director; instructor; and interrogator. He also served in the U.S. Air Force. Recently, he served as a Non-Resident Fellow of the Irregular Warfare Initiative, a joint production of West Point’s Modern War Institute and Princeton University’s Empirical Studies of Conflict Projects with senior engagements across NATO and the interagency.

Dr. Razzaq’s scholarly pursuits include justice, cross-cultural psychology, strategic competition, and irregular warfare to include C-sUAS planning, information operations, and the intersection between neuroscience in practice and security policy. Dr. Razzaq also serves on the Board and as SME for include counter-UAS (C-sUAS), Homeland Security and Cognitive Warfare Strategy at C2SAFE, Illinois Tech’s National Security Agency (NSA) Center of Cybersecurity Excellence. Dr. Razzaq is the Founder, President, and CEO of the Institute for American Policy and Standards Innovation (IAPSI), which delivered the first-ever comprehensive courses in Counter UAS law and planning on the marketed having trained over 80 C-sUAS leaders and working groups across 45 federal agencies and private sector, and with students appearing on MSNBC and Fox News as SMEs on the topic.
