Colonel Stoutenborough enlisted in September 1993 and became a Marine at MCRD San Diego. Following Financial Management School, Colonel Stoutenborough served as a Disbursing Clerk as a member of 3d FSSG in Okinawa. Through the Enlisted Commissioning Program, he was commissioned in 1995.
Upon completion of The Basic School, Col Stoutenborough attended Field Artillery Basic Officers Course at Ft. Sill, OK. In 1996, Col Stoutenborough was assigned to Battery C, 1st Bn, 12th Marines where he served as a Forward Observer, Fire Direction Officer, Assistant Battery XO, and Battalion S-4. This tour included a deployment to 3d Bn, 12th Marines in support of the Unit Deployment Program. In 1999, Col Stoutenborough transferred to Marine Barracks, 8th and I where he served until 2002 as 1st Platoon Commander and Company Commander, United States Naval Academy Company. After graduating from the Field Artillery Captains Career Course at Fort Sill, OK in 2002, Col Stoutenborough was assigned as the Inspector-Instructor for Battery D, 2nd Bn, 14th Marines in El Paso, TX. During this tour, he deployed as part of 2d MP Bn, CLR-25 in support of Operation IRAQI FREEDOM (OIF). Upon returning from his deployment in 2005, Col Stoutenborough was assigned to 11th Marine Regiment where he served until 2009 as the Battalion XO for 2nd Battalion, 11th Marines, the Commanding Officer, HQ Battery, 11th Marines, and the Assistant Operations Officer for both 5th Marine Regiment and 11th Marine Regiment. This tour included a tour as a Military Transition Team Advisor for an Iraqi Army Brigade in Al Qaim in support of OIF and as the Iraqi Security Forces Coordinator with Regimental Combat Team-5 in support of OIF.
Upon completion of the Marine Corps Command and Staff College in 2010, Col Stoutenborough was assigned to the Expeditionary Warfare School where he served as a Faculty Advisor and MAGTF Operations Division Head. In 2012, Col Stoutenborough was assigned to II Marine Expeditionary Force (MEF), where he served as the Targeting Officer for II MEF (FWD) in support of Operation ENDURING FREEDOM (OEF). Upon returning from deployment in 2013, Col Stoutenborough took command of 2d Bn, 10th Marines. In 2015, he was assigned to the Marine Corps Command and Staff College where he served as a Faculty Advisor and Department Head and was a recipient of the Dr. Elihu Rose Award for teaching excellence. Upon graduating the Joint Advanced Warfighting School (JAWS) in 2018, and earning the 0505 MOS, he was assigned to USINDOPACOM where he served as the Joint Fires Chief until 2020. In 2020, he transferred to the Marine Corps Command and Staff College where he served as the Warfighting Department Head before transferring to III MEF in 2021 to serve as the G-35 Future Operations Officer. In June 2022, he established the III MEF G-9 in which he supervised Force Design, Defense Policy Review Initiative, and capabilities integration activities.
Col Stoutenborough holds a BA in Marketing, an MA in Management, an MA in Military Studies, and an MA in Joint Campaign Planning and Strategy. He is married to Cindy and they have two daughters, three grandsons, and one granddaughter.
