Colonel Andrew Lunoff

Project Manager, Short & Intermediate Effectors for Layered Defense (SHIELD) PEO Missiles and Space US Army

Colonel Andrew Lunoff is a native of Odem, TX. He graduated from the United States Military Academy at West Point in 1998 with a Bachelor of Science Degree and was commissioned as an Armor Officer. He holds master’s degrees in Business Administration from the University of Texas at Arlington and Security Studies from the United States Army War College.

Prior to his arrival, COL Lunoff was a resident student at the United States Army War College. COL Lunoff served as the Product Manager for Small Caliber Ammunition in the Joint Program Executive Office for Armaments and Ammunition from July 2017 to July 2020. He was also assigned as the Military Assistant to the Principal Deputy, Assistant Secretary of Defense for Acquisition in the Office of the Under Secretary of Defense for Acquisition, Technology, and Logistics from November 2015 to June 2017. He served as a Defense Acquisition Program Analyst for the Deputy Assistant Secretary of Defense for Tactical Warfare Systems from July to November 2015. He served as a Program Integrator and Team Lead with Defense Contract Management Agency (DCMA) Seattle from 2012 to 2015 in Bellevue, WA. During this time, he also deployed as the DCMA Afghanistan LNO to the U.S. National Support Element - Afghanistan from 2013 to 2014 in Kabul. From 2010-2011, he completed a Master’s of Business Administration at the University of Texas at Arlington with time Training with Industry at Lockheed Martin Missiles and Fire Control from 2010 to 2011. He worked as an Assistant Product Manager in PM Soldier Weapons, PdM Individual Weapons, and PM Maneuver Ammunition Systems, PdM Small Caliber Ammunition from 2006 to 2010 at Picatinny Arsenal, NJ.

COL Lunoff’s command and staff assignments include tank platoon leader, 3-66th Armor Regiment, 4ID and Scout Platoon Leader/Executive Officer, G-10th CAV, 4ID, Fort Hood, Texas from 1999 to 2002; Brigade Plans Officer and Assistant S-3, and Stryker Brigade Headquarters and Headquarters Company Commander, 1st SBCT, 25th ID, Fort Lewis, WA from 2002 to 2006. COL Lunoff’s operational experiences include one tour to Iraq in support of Operation Iraqi Freedom (OIF) from 2004 to 2005 and one tour to Afghanistan in support of Operation Enduring Freedom (OEF) from 2013 to 2014.

COL Lunoff is a graduate of the Armor Officer Basic and Advanced Courses, Scout Platoon Leader’s Course, Army Intermediate Level Education, Defense Systems Management College Program Manager’s Course and Senior Service College.

He has earned the Office of Secretary Defense Identification Badge, Combat Action Badge, Air Assault Badge, Bronze Star Medal (1 OLC), Defense Meritorious Service Medal (1 OLC), Meritorious Service Medal (4 OLC), Army Commendation Medal (3 OLC), Army Achievement Medal (4 OLC), and Valorous Unit Award.

Commendation Medal (3 OLC), Army Achievement Medal (4 OLC), and Valorous Unit Award. COL Andrew S. Lunoff is married to the former Olivia Denisse Gonzalez from Houston, TX. They have three children: Olivia 13, Emma 10, and Ian 5.
