Paul Reynolds

Principal Technologist, Director, Applied Technology and Strategic Partnerships SMX

Mr. Paul Reynolds is an innovation leader in information sharing, access, and data analytics with expertise across business, policy, and technology. He brings a diverse 25-year career in strategic leadership and execution including 8 years as a senior civil servant and over 15 years as a federal contractor.

He has successfully driven partnerships across complex organizations, including Department of Homeland Security (DHS), the Intelligence Community, and Executive branch elements at the whole-of-government level. He has guided multiple organizations through the development of actionable data and AI strategies, and from a solutioning perspective, focuses on particularly difficult enterprise information and analysis problem areas. While at DHS, he developed an interagency data management framework to facilitate near real time data sharing across departments and agencies, and established it as a program of record.

Mr. Reynolds is a published author and speaker, and enjoys speaking engagements on technology strategy and data management. He has served on several Committees and Working Groups including co-Chair of the Data Aggregation Working Group (DAWG) for the White House’s Information Sharing and Access Interagency Policy Committee (ISA-IPC). When President Obama’s 2012 National Strategy for Information Sharing and Safeguarding was released, Mr. Reynolds was named as the executive agent for 2 Priority Objectives in that strategy (Information Sharing Agreements and Data Aggregation Reference Architecture).

Mr. Reynolds continues to pioneer disruptive capabilities in the use of data and technology for business and mission outcomes. He is currently empty nesting in Virginia with his wife and enjoys watching his three grown children succeed in their individual careers.
