Brigadier General William T. Wilburn, Jr. (Will) is the National Security Agency’s (NSA) Cybersecurity Directorate’s Deputy Director for Combat Support charged with preventing and eradicating threats to the U.S. National Security Systems and critical infrastructure. Prior to his current assignment, Brigadier General Wilburn served as Deputy Commander, Joint Task Force-ARES and Joint Force Headquarters-Cyber (Marines).
A career intelligence officer, Brigadier General Wilburn led formations at the company, battalion, and regimental levels, for his service and joint force. He commanded 3D CI/HUMINT Company; Company I, Marine Cryptologic Support Battalion; 1st Intelligence Battalion; I MHG FWD; Marine Corps Intelligence Schools; and the Joint Intelligence Center-Central.
Brigadier General Wilburn participated in contingencies and named operations in USEUCOM, USAFRICOM, USINDOPACOM, and USCENTCOM including: JOINT FORGE, the NATO-led stabilization efforts in Kosovo; BALKAN CALM, the Kosovo Diplomatic Observer Mission; AUTUMN SHELTER, the American Embassy evacuation in the Democratic Republic of the Congo; UNIFIED ASSISTANCE, the response to the 2004 Indian Ocean tsunami; ENDURING FREEDOM, the U.S.-led combat mission in Afghanistan; FREEDOM'S SENTINEL/Resolute Support Mission, the NATO-led train/advise/assist mission in Afghanistan, and ALLIES REFUGE, the U.S.-led evacuation operations in the Islamic Emirate of Afghanistan.
Brigadier General Wilburn’s staff and joint assignments include serving as Branch Chief, Intelligence Department, HQMC; Operations / Executive Officer, 3D Intelligence Battalion; Branch Chief, National Security Agency-Hawaii; Chief of Plans, I MEF; Executive Officer to the Director, Defense Intelligence Agency; Executive Officer to the Deputy Commander, USCYBERCOM; Senior Legislative Liaison, Office of the Director of National Intelligence; Director, Combined Joint Intelligence Operations Center-Afghanistan, and Director of Plans and Strategy, Joint Task Force-ARES and Joint Force Headquarters-Cyber (Marines).
Brigadier General Wilburn earned advanced degrees w/distinction in Economics, Strategic Intelligence, Human Relations, National Security Strategy, and Operational Studies. His formal military education includes the Post Graduate Intelligence Program; the Weapons and Tactics Instructor's Course; the U.S. Army Command and General Staff College; the School of Advanced Warfighting; and the National War College. Additionally, Brigadier General Wilburn studied national security policy while a Seminar XXI Fellow at the Massachusetts Institute of Technology.
Brigadier General Wilburn's personal awards include the Defense Superior Service Medal, Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal, Joint Service Commendation Medal with a "C" device, Navy-Marine Commendation Medal, and Navy-Marine Corps Achievement Medal.
