Todd Hashbarger is the Command and Control Division Chief within the DASD for Strategic, Space, and Intelligence Portfolio Management, Office of the Under Secretary of Defense for Acquisition and Sustainment. His current responsibilities include oversight of the development and acquisition of capabilities for the Combined Joint All-Domain Command and Control initiative.
Mr. Hashbarger began his government career in 2002 as a Nuclear Engineer at Norfolk Naval Shipyard. From 2002 to 2007, he held the positions of Test Engineer, Radiological Controls Engineer, and Business and Strategy Planning Officer.
In 2007, Todd began work as a Test Engineer for Parsons Corporation supporting the Department of Homeland Security’s Domestic Nuclear Detection Office. He worked on portable radiation detectors and developed technologies preventing nuclear weapons from entering the country.
Todd returned to the federal government in 2009, working for the U.S. Navy Program Executive Officer (PEO) Ships. There he served as the Combat System Production Test Manager for the Littoral Combat Ship Program, PMS 501. In addition to his role in managing testing for the Freedom and Independence variants, he also participated in source selection for the block buy procurement.
Todd continued his Acquisition Corps responsibilities in the Surface Ship Weapon Directorate of PEO Integrated Warfare Systems (PEO IWS 3.0) as the Project Manager for gun weapon systems. In addition to his program management duties, he also served as the Contracting Officer’s Representative for multiple contracts.
In 2015, he moved to be the production manager of the Vertical Launch System in Surface Launchers. Within a year he was selected to be the Deputy Principal Assistant Program Manager for Surface Launchers. He awarded the first competitive contract for production of modules and canisters.
In 2016, Todd was selected to be the acting Principal Assistant Program Manager for Surface Missiles Systems in PEO IWS 3.0. He developed the RFP for the Over-the-Horizon Weapon System (OTH-WS) competition. This competition required coordination across multiple organizations including OSD, ASN (RDA), OPNAV, and NAVSEA PEOs to achieve alignment on a complex set of requirements.
Mr. Hashbarger went on to serve as the Principal Assistant Program Manager for International programs in the Surface Ship Weapon Program Office (PEO IWS 3.0). He was the principal point of contact with our foreign allies on all guns, ammunition, launchers, and missile procurements.
Todd supported ASN RDA within the Deputy Assistant Secretary of the Navy for Research Development Test and Evaluation (RDT&E) as the Director of the Advanced Capabilities and Technologies Directorate. There he trained accelerated acquisition principles and wrote policies on agile contracting technique
Mr. Hashbarger graduated from the University of Illinois in 2002 with a Bachelor of Science in Biological Engineering. He earned his Masters in Management from the Florida Institute of Technology in 2011. He has been a member of the Acquisition Professional Community since 2017 and is DAWIA Level III certified in Program Management.
