Dr. William H. (Bill) Luebke’s service to the Department of the Navy includes a wide variety of challenging headquarters and warfare center positions within the Naval Sea Systems Command (NAVSEA) and Naval Information Warfare Systems Command (NAVWAR) enterprises. Bill assumed duties as Acting Program Executive Officer, Command, Control, Communications, Computers and Intelligence (PEO C4I) in San Diego, California in May 2023. Prior to this assignment, he served as Executive Director for PEO C4I beginning in August 2021. His responsibilities include the integration, execution, and delivery of capability for an annual $4B portfolio supporting information needs for naval, joint, and coalition warfighters.
Bill began his civilian career through Senior Executive Service (SES) appointment in 2005. Through mid-2009 he served as NAVSEA’s Director for Marine Engineering before assignment as Technical Director, Naval Surface Warfare Center (NSWC) Corona Division until early 2017. During this timeframe he also accepted a three-year concurrent assignment to restore technical and organizational viability to NSWC Port Hueneme Division’s 2,500-person command following sudden departures of the Technical Director and Commanding Officer in mid-2014. He then transitioned to serve as Director, Logistics and Fleet Support, NAVWAR, July 2017 until July 2021.
Bill followed graduations from the U.S. Naval Academy and Naval Postgraduate School with sea duty aboard USS Truett (FF 1095) and USS Scott (DDG 995). He earned a Doctorate at the Massachusetts Institute of Technology(MIT) and then became the AEGIS Test Officer at SUPSHIP Pascagoula prior to transferring to NAVSEA PMS 400D as the first DDG 51 Production Officer. In 1993, Bill reported to DASN (SHIPS) as the Director for Surface Combatants and subsequently served as Deputy Program Manager for the $6B Strategic Sealift Program. From 1996 to 1997 he was Executive Assistant to Commander, NAVSEA. In 1997, Bill became Program Manager for the $12B LPD 17 Shipbuilding Program. In 2001, he served as Executive Assistant and Naval Aide for Assistant Secretary of the Navy (Research, Development, and Acquisition (ASN [RDA]). From 2002 through 2003, Bill was Technical Director for Future Concepts and Surface Ship Design, NAVSEA 05D. In 2004, he retired from the Navy and entered the private sector as Director of Technology for CAE Marine Systems.
In 2016, Bill received the SES Presidential Rank Award for Meritorious Executive following award of the Superior Civilian Service Award in 2015. While on active duty, his awards included three Legions of Merit, four Navy Meritorious Service, and two Navy Commendation Medals. A Navy Acquisition Corps member, he earned Level III Certifications in Program Management, Engineering, and Logistics.
