Jeni Best

Branch Chief, Biometrics Program Office, US Customs and Border Protection Department of Homeland Security (DHS)

Ms. Jeni Best currently serves as a Branch Chief in the Biometrics Program Office. As Branch Chief she oversees technology deployments and innovative solutions in the land and sea environment. This includes biometric capture technology at sea ports of entry, pedestrian lanes, and vehicle primary lanes.

While at CBP Headquarters, Ms. Best has been involved in numerous business transformation initiatives. She has worked on the Electronic System for Travel Authorization, Electronic Visa Update System, Forms Automation, Automated Passport Control, Mobile Passport Control, the Arrival Departure Information System, and the Biometric Entry-Exit program.

Ms. Best began her career with the Immigration and Naturalizations Service in 1998. Since that time, she has worked at the Calexico Port of Entry, Toronto Preclearance Inspections, and the Houston Intercontinental Airport, where she focused her efforts on enforcement casework, training, and passenger processing.

Ms. Best obtained a Bachelor’s degree in Criminal Justice from Sam Houston State University, and a Master’s of Criminal Justice from Boston University. Ms. Best recently obtained a Master’s of Homeland Defense and Security from the Naval Postgraduate School where she wrote her thesis on the Ethical Use of Facial Recognition Technology: A Case Study of U.S. Customs and Border Protection.
