Scott "Topper" Farr

Executive Director Contested Logistics Solutions Boeing

Scott Farr is the Executive Director of the Contested Logisitcs Solutions portfolio where he leads a team focused on Contested Logistics, Transformational Technologies, Depot and Maintenance, Repair and Overhaul and Training for all military services manned and unmanned systems.

Scott was a career aviator in the US Navy flying the EA-6B and EA-18G aircraft, making seven carrier and expeditionary deployments to Iraq, Afghanistan, the Balkans and Libya. Additionally, he deployed on the ground supporting American and Coalition forces in Counter-Improvised Explosive Device and Counter-Insurgency Operations during Operation IRAQI FREEDOM.

Scott commanded the “Patriots” of VAQ-140 and the Electronic Attack Wing, U.S. Pacific Fleet. Shore assignments include the Joint Staff Operations Directorate and Navy Office of Legislative Affairs. After leaving Active Duty he joined the Defense Advanced Research Projects Agency, handling legislative affairs with the House and Senate Armed Services and Appropriations Committees. He holds a Masters in History from the Army Command and General Staff College and completed a National Security Strategy Fellowship at Harvard University’s John F. Kennedy School of Government.

Scott served with teams that have earned the Joint Meritorious Unit Award, Navy Unit Commendation, four Meritorious Unit Commendations, U.S. Air Force Meritorious Unit Award, and five Navy Battle “E” awards. His personal awards include the Legion of Merit (2), Bronze Star Medal (2), Defense Meritorious Service Medal, Air Medal (three Individual w/Combat “V”, 10 Strike Flight Awards), and Navy Commendation and Achievement Medals. He has been recognized as the Naval Air Forces, U.S. Pacific Fleet Naval Flight Officer of the Year, with the Vice Admiral John Perry Leadership Award, the Bob Dark Leadership Award, and the Navy’s Tailhook Aviator of the Year.
